En novembre 2021, Femmes solidaires a publié un rapport « Accueil des femmes victimes de violences sexistes, sexuelles et conjugales par la police ou la gendarmerie : l’expérience des Femmes solidaires ». Ce rapport a été établi à partir de retours de terrains des associations locales Femmes solidaires. Il est le reflet d’expériences concrètes et de la réalité concernant l’accueil des femmes victimes de violences dans les commissariats et les gendarmeries.
80% des plaintes pour violences faites aux femmes sont classées sans suite.
Parmi les victimes de féminicides, 17% d’entre elles avaient porté plainte.
Le plaintomètre, un outil pédagogique :
L’accueil et la prise de la plainte par les forces de l’ordre sont des étapes déterminantes et le point de départ dans la reconnaissance des faits de violences. Si la plainte est « mal prise » et/ou incomprise, il y a de fortes chances qu’elle soit classée sans suite. Le plaintomètre est un outil pour mesurer si le dépôt de plainte se fait de la bonne manière, dans le respect de la loi.
Le plaintomètre est un dispositif pour faire bouger les choses localement afin de sensibiliser le plus grand nombre. C’est un outil d’auto-évaluation pour franchir le pas, mesurer les conditions d’accueil et d’écoute, connaître ses droits ou encore les phases de l’enquête. Le recto est présenté sous forme de graduation pour évaluer le traitement d’une plainte et permet à la victime, selon la couleur, d’indiquer le respect des conditions du dépôt de plainte et de l’enquête. Le verso comporte des rappels de textes et principes applicables aux droits des victimes et des enfants durant l’enquête.
